The issue is the over-use of the word "live". That isn't the defining factor. The true issue is whether the stream is concurrent with a TV channel that you could receive via Terrestrial, Satellite or Cable TV.0 -

From the licence site , it doesn’t just say live channel but live TV programming
When you need a TV Licence
Watch or record TV programmes live on any channel
(e.g. ITV, E4 or Dave - not just the BBC)?Watch or record TV programmes live on any paid-for TV service
(e.g. Sky, Virgin or BT)?Watch (or 'stream') TV programmes live on an online TV service
(e.g. ITV Hub, All 4, YouTube, Amazon Prime Video, Now TV or Sky Go)?Watch or record TV programmes live on foreign channels, via satellite or online streaming?
Download or watch any BBC programmes on BBC iPlayer?

if you are streaming something from the internet at the same time as it is being broadcast (eg a live stream of Ascension Island TV) then you need a licence
If you are streaming something at same time as it is produced but it is not being broadcast (eg your mate playing his guitar or Amazon's own coverage of a rugby match only available online via Prime) then you don't.0 -

But you DO need a TV Licence if you watch TV programmes live on YouTube. An example of this would be watching Sky News live. But it isn’t just live news or sport which needs a licence – it’s any programme which is part of a TV channel, broadcast or transmitted for everyone to watch at the same time.

The reason why it is definitely TV channels is because the legislation that it's based on uses the term "television programme service" which means a linear broadcast TV channel.0 -
