Would it be possible for someone to ask a simple question: "Can I watch without a TV licence" , answer "Yes" or "No", without the thread triggering an outpouring of hatred towards all things BBC and the fascistic bully-boy enforcement officers?

Seen this site before. You would think after 16 years TV Licencing might have got the message, they don't use live TV.

Or at the very least tried to steal the URL for trademark infringement or something. :D

When the answer exists in the context of an organisation that is known to be somewhat economical with the truth, I think it's fair, reasonable and not hateful to say that.

The remedy to that is for the BBC to reform the way it approaches TV Licence enforcement, and that is entirely in its hands (not ours).

The issue is that hardware is fundamentally irrelevant to whether a TV Licence is required or not.

You need a Licence to receive TV broadcasts on your ...., VHS Recorder, Fridge, or Sundial.   :)
not sure I agree - you can receive as much as you want without a licence - you just need a licence to watch or record it ! 🙂

Always possible, but in a public discussion forum, unlikely. I saw no hatred or mention of fascists aimed at the BBC in this particular thread.

Is that actually true?  If you're not watching or recording, are you actually receiving at all?

For broadcast TV, if you have an aerial / dish then you are always receiving.  It's the act of watching or recording that triggers the offence.

Yes but every year I go to pay my license they lie. They say you need a license even if just watching DVDs/VHS (they clearly haven't updated that page FAQ)

Then in another FAQ they state you don't.

Pointed this out before and they ignored me. Its been that misleading for years. I wonder how many paid for a license that didn't require one due to their misleading info.
None of the text you have included says what you claim it says.  Please read it again and then explain what words you think it says you need a licence to watch DVD, and why you think so.
