Can't find anything on gov website to cover this..When this was originally debated in the House they said those who were not actually paying it due to benefits would still get it.The method was not clearly stated at that time.

Of course you can't do that , the £150 has nothing to do with the council tax account and the goverment are just using councils as a vehicle for paying it.
If you don't pay by direct debit you will be invited to make a claim .
The press is making a mistake by calling it " the £150 council tax rebate " which it isn't.Strange that the Government are calling it a "Council Tax Rebate".It is even written in molerat's link. However, the press do make many "mistakes"!0 -

It's clear it's a council tax rebate, whatever the name. If they'd wanted it as an energy rebate, there was no need to split how they're paying the monies. Politically they'll not admit council tax is too high, so it's a backdoor method of offseting some of the costs without admitting so.
I no longer work in Council Tax Recovery but instead work as a specialist Council Tax paralegal assisting landlords and Council Tax payers with council tax disputes and valuation tribunals. My views are my own reading of the law and you should always check with the local authority in question.0 -

Got my e-bill from my local council today and this is how they worded it.
The Government is providing a £150 one-off Energy Bills Rebate for most households in council tax bands A-D.4.29kWp Solar system, 45/55 South/West split in cloudy rainy Cumbria.0 -
