That's odd - I can't immediately see why that should be the case. If anyone else experiences the same, please let us know.

Discussions is working OK for me on my own profile.
But if I look at @BootsMullery's profile I get the same error - You do not have access to any discussions on this page.

If I use a non-MSE-staff account I can see the problem on @BootsMullery's profile.
I have a bit of a hunch about what might be going on here, and will take a further look next week.

Just checking in to say that I've done a bit of digging on this one today - I think it's a fairly niche set of circumstances that led to what happened with @BootsMullery's profile so it may not be a top priority fix, but I'll write it up and add it to our issue tracker for consideration.
