But the lack of physical branches and the lack of long term alternatives like the post office will effectively ultimately disenfranchise many who cannot afford the ever changing tech.
I needed to make a faster payment the other day and my wifi dropped to my computer. I was able to use my mobile instead to make my payment. It`s always good to have an alternative.

I am running Android V9 but still Google Play does not show a UK App for Chase. Their website says the app doesn't work on all phones due to hardware requirements but I don't want to buy a new phone without knowing what the hardware requirements are. Possibly fingerprint recognition? I have contacted Chase to try and find out. My phone is only 3 years old so not exactly out of date. It's amazing that a bank should exist for only customers who have certain phones. They don't allow you to use a website to open an account so it's a bit misleading to be advertising all over TV and radio stations how wonderful they are, then be denied access.

Security should be paramount for a banking app and not supporting a version of an OS which is no longer receiving security updates is absolutely the right thing to do. Citing incompetent banks who do allow unsecured OS's is not really a defence and anyone running such an OS should be questioning whether they should be running any banking apps on their phone.
There are some other reasons that some phones even on supported version may not work, such as still using a 32bit processor rather than the current 64bit, or not having the right security hardware installed that secures information away from the processor. These things are out of the control of the app provider.1 -

3 years old and the latest OS is not usual, especially for some of more entry level models.

A number of Android phones that run Android 8.1+ are unsupported by the app due to hardware issues – they have a 32 bit processor rather than a 64 bit processor. This applies to both Motorola E6 and G7. I am sorry but we will not be able to process an application unless you have a supported phone.0
