Yes - it will impact on the resale value, but it should also impact on the purchase price.
So it should be priced cheaply today because it's next to a garage, and then you'll probably have to sell cheaply because it's next to a garage.
Some buyers will avoid it because it's next to a garage.
Other buyers will like it because it's a 4 bedroom house that's cheaper than other similar 4 bedroom houses (because it's next to a garage).

I wouldn't be all that worried by a car mechanic, as described in the OP. But, my immediate thought was "what happens if they install a spray booth one day?" And, then it turns out that they already have.
So, that's a no from me, too.No reliance should be placed on the above! Absolutely none, do you hear?1 -

Although the 4 bedrooms are 14'x10' the sloping walls restrict the useable space on the upper floor and one has the stair well protruding into the space.
Ensuite/master is top floor 2 flight of stairs and the poorest room space.
Not a fan of open plan kitchen/living space being the only option.
That building runs the full length on the west of the north facing garden that's a lot of afternoon evening shade.
Very little sun most of the day in the winter when the sun is low and a lot of hours in the summer.
(Probably why it has artificial grass)
Out to the left on Google maps has a load of cars parked what's there now?
The plans for the rest changed a couple of times it was to be a large garden for the house opposite. But what's on the ground now.

For me that house is best bought by the said owner of the garage.The house is a big NO for me.Initial mortgage bal £487.5k, current £258k, target £243,750(halfway!)
