Standing charge

Martin says electricity standing charge cap is 45p but my supplier is charging me 52p. Their explanation is that Ofgen expect the standing charge to be around 14% of a bill. So is there a price cap on standing charges or does the price vary according to how much electricity used?

Apparently it’s to do with supply costs, green levies etc. But no breakdown on how the figure was reached.0
