Whether you try turps, white spirit, whatever - try a test spot first in an out-of-the-way corner. I've no idea whether it would react with the lino - probably not, it'll most likely be fine - but lino is kind of oil-based and plastic and what-not, so there's a chance it may react and look worse than when you started. Like I say, in all likelihood it'll be fine - but there's no harm in trying a little inconspicuous test spot first, just to be on the safe side.

Yes. They're commonly used interchangeably (both will clean paint off paint brushes, for instance). But turps is distilled from tree resin, white spirit is a petroleum distillate. For many household uses they can be used for the same purpose, but chemically they're very different.
