not a hundred percent but they have not followed PoFA they said because they are doing me as driver but can they then change to going after me as keeper when i show my evidence to them

Your starting point should be that PPCs are bullies who tell lies.

Having established that, you will know the keeper cannot be held liable if the NTK was not PoFA compliant, and the keeper was not driving.

You know this; they know this, but they will try to bamboozle you and the judge by saying it is reasonable to assume the keeper was the driver.
It is not reasonable, especially when you have proof you were not the driver.

Do as I suggested. Get a letter from your boss signed under a statement of truth and send it in as an exhibit with a copy of the NTK as another exhibit with a supplementary WS explaining why the keeper cannot be held liable because the NTK was not PoFA compliant. (Quote the relevant part of the PoFA that applies).
