  • So Scottish power cannot update my meter to the correct tariff , they can get meter reads from it but can't update the tariff. Bet if the rate on meter matched my bills they would update it quick enough.

No, they wouldn't. The rate on your meter has nothing to do with their billing system.

im paying a unit rate of 15.779p kwh and standing charge 20.35p.
That sounds like a legacy fixed-rate tariff. When does your fix end?
As stated above, once you have an EV you'll be eligible for EV tariffs. They might not be as cheap as your current fix but are likely to work out cheaper than the general market once your fix ends.
It's fixed until June 22. We've had the ev for 5 years now and never been on a ev plan . Does it make a difference that's it's a hybrid not full ev?
Octopus are happy with EVs and PHEVs.

They can't update my meter to show correct tariff which is annoying so I'll never know my correct usage from my smart meter.
The display of kWh should be correct, even if the pence isn't.
No it's showing as 00.10p per kWh on my meter .
You missed the point there I think. Most meters are able the show the actual energy consumption in kWh, as an entirely different item to the cost in pounds. Even if the cost per kWh and therefore the total cost in pounds is wrong, the energy usage in kWh should be correct. It's also importantly the latter that your energy company will be using to bill you.

If a supplier can pull readings from a smart meter then it can also push out tariff updates to the meters: whether it can be bothered to do so is a different question.  As @Ultrasonic has said, the usage display on your In House Display will be correct even if a supplier cannot access your meters. Suppliers bill in two ways: one, they use the index readings retrieved from the meters or, two, they use 30 minute usage data retrieved from an XML file that comes with the index reading. In both cases, billing is carried out by the supplier’s billing system using the correct tariff rates.

Pedant warning. The gas usage shown on your IHD and your bill may be slightly different. The communications hub contains a gas proxy meter that takes the volume of gas used every 30 minutes from the gas meter and it converts it to kWh. It then sends this information to the IHD. Though necessity, the gas proxy meter uses a fixed calorific value whereas actual billing uses an average calorific value taken from the Grid.
