Housing Association complaint

I hope this is the right place for my post.
I live in a Housing Association and have had several issues with my neighbours.
1. One of the flats is the cause of most of the issues here. One problem is they are using the communal electricity to power their home. I have reported it to my HA but nothing seems to happen. I have also emailed the HA and they have written back asking me to report ASB or call in. When I call in, the number comes up as not recognised so cannot call. I assume over the last 4 years while they have lived here and been plugged into the communal electricity, the service charge will include their consumed electricity.
2. The sons in the same apartment have lost their key fob to gain entrance and so kick the middle of the electronic security door to gain access to the main building several times a day. The door has been broken once and since been replaced for them to continue kicking the door in. Again, I assume us as tenants will be footing the bill for these repairs?
Is there anything I can do?

Follow the association's complaints process, probably on their website1

You could provide photographic evidence of an extension lead running between the socket and flat although that may put you at risk of retaliation. Suggest they remove the socket being used and replace it with a blanking cover which is very cheap to do.Explain about the missing key, previous damage and ongoing behaviour. Suggest it may be cheaper for everyone if a new key is provided.Email to tell them the number provided does not work. Ask why the cannot contact you either by email or phone.Which HA?2

How exactly are they connecting to the communal supply? If they have tampered with the metering or cut-out, then report it to the provider.
They can't be powering the entire property off one 13A plug.No free lunch, and no free laptop2 -

The ONLY way to get anything done with them is to raise a formal co complaint.
And make sure you label it as a formal co complaint otherwise they will say they thought you was only raising a concern. And it's doesn't go through the co complaint procedure!!

Wonder if you're close? Can you sat where you are without giving too much away? I'm in a South London borough

Have they followed their own complaints procedure and given you a written response to your complaint? If yes, have you taken it to the next stage?
If no, you need to write to them with your original complaint and ask why they haven’t followed their own processes. Have you had the letter acknowledging you’ve made a complaint?All shall be well, and all shall be well, and all manner of things shall be well.

I'm south London/Hampshire based.
The only advice I can give you is to be a thorn in their side and keep on nagging.
They don't follow the correct procedure ever I don't believe.
Maybe take it to next level of complaints as they've not answered your original complaint.
I'm just about to raise my own complaint tbh, as I raised a service charge query back at the beginning of Jan and still no response.
