It doesnt look to have whats necessary to be a stand alone speed camera. It could be an average speed check camera but I thought they had to explicitly warn about average speed check areas and all you've show is a standard speed camera sign. Hence I would say its just a general enforcement camera.
They feature weasel words like "the Department intends" and "the Department expects", and seem to be widely ignored.0 -
Average speed camera, we have a set by me.
One pointing each way covering both lanes with a matching pair a few hundred yards down the road, and only "normal" speed camera signs.
We know that is what they are as there was quite a stink over them as the road isn't particularly notorious for speeding, but the local councillor in charge of highways lives on it.

The camera in OP certainly looks like a Vector camera, an ANPR camera, which can be used for a number of things other than speeding and it doesn't flash.

That is an average speed camera. Got ones like that in certain villages in Wales in single groups of two.
