My licence expired under the provisions of the final moratorium eleven months after its due date - 22nd July 2021
My renewal application was sent 2/7/21 once I had paper forms from DVLA as I could not do an online application due to being locked out once my pink card had expired. This application triggers the S88 entitlement which expires 22nd July 2022
My diabetes is regularly checked and the most recent eyesight and blood sugar levels have been passed OK
I fully understand the need for checks but at no time have I taken short cuts or avoided supplying information but still no licence appears.
The RAC have gone through S88 entitlement with me line by line. The opinion is that the police have acted well beyond their powers and must rectify the position accordingly. Contact with the pound this morning strongly suggests they have started down this road.0 -

Having checked on the DVLA site, the extension applied to Photocard Licenses for 11 months to the licenses that expire between 1st February and 31st December 2020.
Expired driving licences automatically extended by 11 months - GOV.UK (www.gov.uk)
If your license was a paper version, this exemption did not apply.I work from home so my cat can be fed on demand!2 -

The moratorium was for photo card licences and entitlement to drive, as long as the DVLA had received the correct paper work. It was not for paper licenses. If you had correctly sent the paper work prior to the expiry of your licence, then S88 would be valid for one year after the expiry of your licence, which I interpret as August 2020, thus S88 would allow you to continue to drive until August 2021. This is probably how the PCN knew you were on an expired license.
If you did correctly send all the information to DVLA in June 2020, and were not medically advised not to drive, and have a paper trail, as suggested, an Internet forum is not the place to seek redress. You will need to seek professional advice on this matter, I would do this as a matter of urgency, as the police have your car!I work from home so my cat can be fed on demand!0 -

The 'entitlement to drive' is that the person holds a valid driving licence. Both paper and photocard licences are normally valid until the holder is 70.
Photocard licences do expire and need to be periodically replaced, that date is shown as them. It does not affect the holder's 'entitlement to drive'.0 -
The paper licence is valid from passing the test until aged 70. The photo card licence is valid£ for ten years or until 70. The entitlement to drive allows the licence holder to continue to drive if their licence has expired and they have correctly submitted a renewal to DVLA.
OP reached the age of 70, hence his licence, paper or other had expired. If OP had correctly sent the paper work to DVLA, in June 2020 prior to his licence expiring, he would be entitled to drive until August 2021.We are at a loss as to whether OP sent all the correct paper work to the DVLA in June 2020. If OP had not done this then his licence expired in August 2020.I work from home so my cat can be fed on demand!1 -
Paper and photocard licences are both valid until the holder is 70, the 'Valid From and To' date is on the paper licence, and the back of the photocard licence. The requirement is a replacement photograph every 10 years, which is an administrative matter.
