Yes and no.

They have some called data sim plans...but they're the same price and same data allowance as the phone+data plans so, unless I'm missing something, I don't see any benefit to having a data only plan.

I'm thinking of getting a 4g router (and currently have Three as my mobile provider which tethers OK) so need a sim to try in it

There's no contract with Smarty so you're not risking much by giving them a try and you can switch plans from month to month as needed.  If it doesn't work out you can simply stop payment after a month and look for another solution.

The main issue is whether or not you have a good enough Three signal to get a reasonable speed but it seems as though you've checked that already with your Three contract.
