Finally found the original documents and it is the same PCN number.

Gladstone have probably failed to do their homework. They were recently fined ££££s for this same/similar offence by the SRA.
Complain to the the SRA, local papers, Trading Standards and your MP Consider court action, and aim to improve on £750.
