Which ISA for me?

I have £1580 to save, will be contributing at least £100 per month, may need to withdraw all very quickly, i.e 2-4 weeks notice

For regular saving it is worth considering regular saving ISAs because they pay higher interest:

05/06 tax year - cash ISA - 5.50%+ post #35. Information here is not up to date though, Portman 7.5% ISA does not exist any more, for example.
However, you also have a lump sum. In this case I'd go for usual instant access ISA and used usual regular saving account (not ISA) for regular savings. When the regular saving account matures you can move money to an ISA.
