If the bosses are bad in running their company, just like in any sector they could go bust.

I can seen PPC's the likes of PPL going as WW has never put in any investment into his car parks. They are a disgrace and no loss to the motorist.

Responsible motorists to lose out under Government proposals to reduce parking charges
The British Parking Association (BPA) is deeply concerned by the unintended consequences for motorists, landowners and our sector following the proposals put forward by the UK Government to:- Significant job losses throughout the sector
Separate data commissioned by the BPA, also found that parking operators could lose up to 40 percent of their income should the Government reduce parking charges and risk thousands of job losses.
I believe ParkingEye recently posted a profit of £12 million, without adding the fake debt collection charges. All parking companies need to do is use the same business model as ParkingEye, suitably adjusted to meet the new CoP, and hey presto, jam tomorrow for the parking industry.

Seriously though, parking companies can still make a profit by following the rules, just like they expect motorists to do.
I was thinking the other day that there are some PPCs whose names never crop up on this forum, whereas we see the same names crop up here day after day after day.
This makes me think that perhaps there are indeed parking companies that do operate in an ethical manner. It's only the bad ones we ever get to hear about, the very ones at whom the new CoP is aimed.

From the BPA Press releaseMazars LLP just happen to be the auditors for the BPA. If they were then engaged by the BPA to conduct an impact assessment, then this would appear to be a conflict of interest on their behalf. Mazars clearly were engaged by their client to strengthen the BPA's objections to the government proposals - an engagement that conflicts with their 'independent' audit responsibilities.
- A quarter of currently managed private parking spaces will no longer be managed
Mazars, a leading international audit, tax, and advisory firm, conducted an impact assessment on the effect of the Government proposals to reduce the level of parking charges. This assessment concluded that a quarter of currently managed private parking spaces would no longer be managed[1]. This will mean that many destinations will become increasingly congested and inaccessible, and many commuters and shoppers will no longer be able to access transport modes, retail, or leisure destinations.
This is the footnote to the Mazars report:Mazars research was conducted using Companies House data, globally recognised industry profit margin benchmarking data and anonymised British Parking Association (BPA) member data. The report concluded that the new model of reduced PCN levels will result in 700,000 parking spaces becoming unmanaged (23% of managed spaces in the UK). It further stated that 46% of BPA operators would become insolvent within 12 months and 62% by the end of year 2.
it would be interesting to know how a conclusion can be drawn that 700,000 spaces will become unmanaged - if that is as a result of 46% (rising to 62%) of operators going out of business (how can that be a bad thing?) then I'm sure that landowners will replace them with more ethically responsible operators. In other words, it results in a consolidation of the sector and the cowboys will be out.
Maybe the BPA should publish the entire Mazars research rather than cherry picking bits that obviously suit their own purpose.
