    They won't send one but of course do the POPLA appeal on the final day (day 33).  You are trying to time them out, that's the reason for these tactics.

    The NEWBIES thread third post about POPLA already has template appeal points including one specifically about a case with no NTK.

    We received email from Spring Parking with our popla code on the 22nd February with a Popla code, but then received a notice to keeper on the 09th March 22 giving us 28 days to pay or then the company would take other avenues to recover the money. Can I ask if the 30 day Popla appeal applies from the original email in which case we would be well over the appeal period of from the Notice to Keeper? The NTK didn't have a popla code on it.

    The NTK was sent over 30 days after the incident. Would that change anything?

    POPLA codes last typically 32 or 33 days and are valid from date of issue.  NTK would not have a POPLA code as you should get that code with a rejection from the PPC.  Who sent the notice to owner and how did they know you were the owner; there is no register of owners in the UK only registered keepers.

    Spring Parking sent the NTK but it mentioned that we had 28 days from the NTK to identify the person driving and the persons address.

    It looks like the timeframe for the Popla appeal is too late then?

    We don't know if anything is or is not too late because you have not told us the date the NTD was given, so nobody on this forum knows when the clock started ticking.

    However, the PoPLA code you have been given will be/will have been valid for 32 days, and possibly 33.

    Sorry, it was a Notice To Keeper (amended my previous post) and it was issued on 09th March 22 and the incident happened on the 28th January 22. 

    The rejection letter with the popla code was issues on the 22nd February 2022.

    In that case the PoPLA code will have expired.

    If the NTK gave the keeper an option to appeal, then they should try to do so. It may be rejected because the NTD was appealed, but there is no harm in trying.

    Yes.  You missed your 33 day window.

    I did advise you not to do this, not to delay it by waiting for a NTK:
    They won't send one but of course do the POPLA appeal on the final day (day 33).  

    You had 33 days from the rejection letter and were not meant to just sit and wait.  This is also fully explained on the 3rd post of the Newbies thread.

    Oh dear.  Now you are sweating on whether they'll sue you.  I am so sad you didn't follow the advice but no panicking/paying.

    Yes, don't know why I didn't do it properly but I'm not panicking, but if I don't pay now surely the fine will go up again as today is the 28 days from Notice To Keeper?

    It is not a fine.

    The charge itself won't go up, but if it went to court then permitted court costs could be added, but only if you lost.
