Penalised for shopping at a BP garage

Several people have been to a local BP garage before going to a fitness class - nipped in, bought petrol, driven away. Then gone back after class to the M&S shop on the same site, quick bit of shopping and left to go home. Several days later they have received car parking fines for staying too long! Sneakily MET car parking is showing them arriving at the correct time for the first trip and leaving at the correct time for the second trip and saying they stayed too long. Has anyone else come up again this? Checking recently they now have signs up saying you cannot return within 4 hours. Why would this be a sensible parking solution for a company who wants customers?

Complain to BP. Why can't you return? What if your car needed petrol for a journey then you popped in again to top up on the return journey?
Also I suspect the PCNs all claim the cars were there for x hours? Double dip case.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Any PPC faced with a double dipping defence should immediately cancel imo, they have little chance in court.You never know how far you can go until you go too far.5

Is the garage aware of how such a clause will deter customers from shopping there? These things are convenience stores, as well a petrol stations.
