    That's exactly what they want you to think.

    Have you checked that their Notice to Keeper complies with POFA to such an extent that they can transfer any driver's liability to the keeper?

    Of course they cannort make you pay.   Not even a judge can do that, With very few exceptions these PCNs are a scam.  Have you complained to your MP?

    You are reading, and swallowing, a pack of lies, you are not dealing with John Leweis here.

    Any Ideas
    1. Google searches
    2. If a retail park, check on any signage which lists the on-site outlets
    3. Ask retailers on the site if there is a managing agent
    4. Ask retailers on the site to whom do they pay rent
    5. Contact the local authority and ask who pays the non-domestic/business rate for the car park
    6. Contact the local Valuation Office and ask if they know. They often have a website which might provide the information 
    7. Contact The Land Registry and for £3 they will provide definitive detail
    Try the above suggestions usually posted by @Umkomaas

    I contacted Poundland as the Notice states they are authorised to manage it, but they say they don't
    I'm so confused,

    They can't 'make you pay' as you can choose not to and instead to defend it, if the signs were unclear, or you have other defence points, etc.

    But they can hold a keeper liable.

    But we already know this - standard law since 2012 - and the Newbies thread tells you about the POFA.  This is not new.  I am not sure what you've been reading that made you think not naming the driver always works as some sort of 'get out of jail free' card, but it isn't from this forum.

    No-one here (and no advice) said refusing to name the driver gets the keeper off, in a case where the PCN is a POFA-compliant one.

    This is  a POFA PCN.  You can see that for yourself in the wording near the bottom.

    As I said, in a case with a valid defence otherwise (e.g. insufficient grace period, or unclear signs or authorised parking) a keeper can still defend but they can't say 'I wasn't driving' in ignorance of the POFA law.

    That's why the NEWBIES thread tells everyone about the POFA and I link it there for people to read.  It's easy to follow and not legalese.
