I don't think that banks even consider this sort of complaints - unless it was a card payment, not a bank transfer.

If the reason for the OP’s issue is to do with a buyer and non receipt of goods, which I do myself believe to be the case, then what’s probably happened is that the buyer has reported to their bank that they have been scammed by the OP, hence leading to the investigation that Barclays are doing with the OP’s account. 

Banks certainly do look into this sort of thing when involving bank transfers, however the process is very different between a card dispute and logging a scam from a bank transfer. There’s no guarantee of getting the money back and there is no fixed timescale of how long an investigation will take.

A buyer should never use PayPal Gift (/Friends & Family), as they have no recourse if things go South.
