Ask the EA to ask the vendor what heating system is in place.  Given the modern-ish decor and clean appearance of the house I'd be amazed if it didn't have provision for heating. Did you visit in winter; was it cold?
    Early September, so still warmish

My parents owned a house built in 1974 with no heating whatsoever upstairs. I spent most winters scraping ice from the inside of my bedroom window. On my wife's first visit she wore a hat in bed it was so cold.

Is the house you are buying located in Runcorn, Cheshire by any chance?
    West Yorkshire

When I viewed my house did not realise the box room did not have radiator so fitted one.
Not expensive but was annoyed I did not spot this.

But what does the survey actually say about the heating? Or insulation?

If you can do the work yourself, or know someone who is reasonably handy, you'd be looking at about a hundred quid for a new panel radiator and the copper piping / sundries you need. If you are going to have to pay a professional, then you are looking at an hourly rate of about 40 - 70 quid depending which part of the country you are in and then materials ontop, so you could probably triple that amount.

The above assumes the floor is lifted and accessible. If you need a professional to also come in and take back the carpet, lift floorboards, cut holes in joists etc then it is probably a bit of a how long is a piece of string question.
