It's pretty much a case of how the hell is motorist expected to know what the hidden/unprinted "rules" are if OPS (and their legals) don't know themselves!?!? I've been told 3 different things and @SavvySaverSam has (which differ to what I've been told!). So which is the correct - which is Truth and which is not!?!
After that carpark on the west Wales I'd suggest Vantage Point has to be OPS' next most contentious one/ next biggest data harvesting PCN generator! Possibly followed by Broadwater in Worthing?3 -
Nope, Eastgate Wharf in Lewes is on a par with Llangrannog for entrapment. With two charity shops there and bays, people of course drop off donations in the little cul de sac, as it doesn't even look like a car park.
Then I'd say Broadwater and Vantage Point come a close joint third, since OPS were removed from most of Stanmer Park which was atrocious.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Just by way of update, this has now been passed to Trace Enforcement Group.From previous threads I note that they have added an unlawful ‘recovery’ amount so the debt now stands at £170.I’m not surprised that they have done this but will inform Trace of their unlawful costs and of the fact that I simply will not be paying 😊

The BPA must explain why they think it's lawful when it's not.... it's just a fabrication as Osner of ZZPS explains very well

As others have said above- Don't engage with them. OPS as in my case here farmed the PCN out to multiple "Debt chaser" firms which included ZZPS, QDR and DCBL who used q variety of different gaslighting, intimidation effects including outright lies! So it's basically a Bounty Hunting game where the worst firm wins! The bounty is their unlawful £60/70 add on - which they keep and they give £100 back to the parking company. They are just leeches and bullies don't deserve your time or energy nor are they open to any kind of negotiation unless it presents an opportunity to Tax You For more!!! There will no doubt be several of letters from these firms so I'd advise to ignore all until a letter before claim comes. But keep us posted with anytime you receive ANY correspondence. I'd say KEEP all correspondence and FILE it away for reference.

There is only one way .... put the BPA in court to explain the legal basis of the fake amounts.
And to show the courts the OSNER/ZZPS rubbish which STINKS of a scam3 -
I included a large section around this Scam practise on my WS.
Of course The BPA will allow it as Osner is quite high up on their board/ committee!!! His mugshot and profile is on their website.
I've wrote a whole section explaining that this practice is Double Recovery, unfair/ unproportianate and non-legally binding - the model was created by Osner from a desire to simply squeeze people for more! He arrogantly boasted this fact in his parkmaven interview!!! So it's not LAW - they say the BPA "allow" - of they course they do as the creator of this fantasy tax is one of their big faces!!! The BPA isn't a regulatory body because most PPCs cherry pick the CoP "rules" - which is only really guidance to suit their own ends!!! This is why they've not changed their signs to meet the standard of the BPA guidelines for a carpark such as this! I even contacted ZZPS, DCBL legal asking what additional £60/70 was for, who authorised this and where in law does it state their entitlement to it. They replied saying it was an admin/ debt recovery fee which the BPA allows them to claim!
There is NO legal governing of this industry so that is why these firms simply do what they like without accountability or impunity because its unregulated abd thth"rules" are merely best practise suggestions at best. So despite what they say nothing is legally binding. They just try abd manipulate contract law via the court system and fear, mainly fear though.6
