The rules will vary per council (including what you can take and any fees) so if you do need to go it's worth checking the website.

We actually don't use our (outside) bins much. We tend to take our rubbish to the tip every other day as it's en route to everywhere for us.
I must be the only person in the country who does this. We fill our outside bins with watering cans, hoses, paint brushes etc. Our shed is full of car things. Thankfully we don't have a garage, because we would probably use it as a kitchen (ad Infinitum)

You are only allowed to the tip once a week (well 52 times a year) around here, they log your reg as you go in and if you are over your limit you ain't allowed in.
Around here we still have to book slots for the tip as well.

That's true  - ours is  no booking and turn up however often you like as long as you have a permit or proof of address.
All shall be well, and all shall be well, and all manner of things shall be well.

Pedant alert - it's could have, not could of.

I've just checked mine, 52 visits a year and they use ANPR for good measure.

No restrictions on our local one. What's more, it's in a lovely, rural location with rather fab view of Blencathra. Aren't we lucky? :)

After a neighbour filled up mine with polystyrene once and actually wheeled it down the drive to put it out. So you can imagine I was a bit miffed when I was unable to fit my own rubbish bag in it. I now keep it behind a locked gate in the back garden and take it out only when the collection is due. I don't care if they use it after I've put it out, but not before.

Is using ANPR to regulate and enforce public access legal?

No restrictions here.  You can have as many trips as you wish and if they have enough staff they will help you.  We do have a lot of older people around here, maybe that has something to do with it  :)
