Are you sure that there is no advantage to sharing bins ? My neighbour pinched mine, so now he puts it out and I fill it with rubbish.

We actually don't use our (outside) bins much. We tend to take our rubbish to the tip every other day as it's en route to everywhere for us.I must be the only person in the country who does this. We fill our outside bins with watering cans, hoses, paint brushes etc. Our shed is full of car things. Thankfully we don't have a garage, because we would probably use it as a kitchen (ad Infinitum)2

You are only allowed to the tip once a week (well 52 times a year) around here, they log your reg as you go in and if you are over your limit you ain't allowed in.

I would go to their door and point out that they made a mistake and that 2nd bin is actually mine and I want it emptied and given back.
I would also take the bags out of my other bin and put it in front of their door, knock and ask them to not touch my bins in the future.

We had to wait 8 weeks to get any wheelie bins for our home. Not happy as I had to take our waste and recycling to the tip instead.My wife suggested we ask our neighbours if we could put stuff in their bins on bin day, but that felt wrong (we'd almost fill a cardboard recycling bin each fortnight after moving)May you find your sister soon Helli.
