UBer Eats Practices

I'm sure this isn't the first post about a delivery which never arrived - but this one is a little difference.
I would be grateful for any advice on what my rights are and how to resolve this issue.
On 18th I ordered a food delivery which was paid for via PayPal. Cost of £24.30.
It never arrived - the driver posted on the App that it had been delivered - but to no. 20 when I live at no. 30! (I don't believe he delivered it at all but it's clear from his own admission I never got it).
Uber Eats agreed to a refund and reduced the balance on the invoice to £0.
I raised a Pay Pal complaint which was resolved in my favour.
Payment was taken on 19th but refunded on 20th.
So far, so good.
Uber Eats then posted a marker on my account stating that the £24.30 was "outstanding" and I cannot use my account for further orders or (more pertinently for me) close the account until this balance is cleared. Uber eats state they will refund me if I pay the amount. But I don't trust them - and why would I pay for something I never had on a promise that they will refund me sometime later. Why do they deem it necessary for me to do so?
Uber Eats won't budge - and are being quite oppressive and unreasonale about it,
How do I close this account with them?

    Has the simultaneous Paypal complaint complicated matters?  Uber have reduced the bill to zero, but Paypal have refunded you as well.  How much have you paid, and how much have you received back?

    If you have an outstanding balance on the account, they won't let you close it, which is fair enough.  It's up to you what you do next.  Either do as they ask, or leave the matter outstanding, which means the account remains open and Uber may pursue you if you do owe anything.

    It sounds like a procedural problem.  In your original post, you raised the complaint with Uber, they reduced the balance to zero, then you raised a dispute with Paypal.  Who refunded you, Paypal or Uber?

    Ultimately, you owe nothing but Uber's processes seem to be such that an in/out transaction is needed to correct what might be an anomaly caused by the Paypal dispute.  If you're determined to get the account closed, you'll either have to jump through Uber's hoops, or put some effort into escalating matters.

    On their app the price of the order is shown alongside the order. It has been reduced from the original price of £24.30 to £0 to show nothing is owing. A nil balance, nothing, nowt, zilch.

    But why did you raise a claim with Paypal when Ubereats were dealing with the issue?

    Ah, okay. That makes more sense! 
    I wouldn't worry about details, these are all protected - and either way would be held even after closing your account for their accounting purposes. 
    I'd just block any contact from them and move on.
