Have you considered a claim agaist the PPC for breaching your data? It could be worth up to £500, read this

Wording on the emails expressing a clear breach of GDPR did the trick without the need for court action - although OP was up for it if necessary.

I hear on the grapevine, that Keller Lenkner’s senior associate says that they are intending to launch a further group action against the DVLA, known as DVLA2 under the heading ‘bad processing’.
They are looking for around 100 potential claimants who fall into any of the following categories:
- PCN issued when valid ticket purchased (this probably includes other ;no breaches', like double dips).
- Court proceedings issued despite PCN being paid/appealed successfully
- PCN issued by unregulated car parking company
- PCN issued against previous owner
- PCN issued where faulty ticket machine meant individual could not purchase a parking ticket
- PCN issued against incorrect vehicle (ANPR fault – picked up incorrect reg plate)
- PCN/Court proceedings sent to wrong address

I’m a fan of group actions (when there is no risk to the individual). Yes the lawyers take a large slice but it can be worth it - BA data breach for example. If you hold my personal data you had better be careful with it!3

A great stance and your case is a good example for the group claim, because by refunding you, the PPC have effectively admitted data processing fault and that data can be traced back to the DVLA, who hand out keeper details like sweeties and should have been FAR more robust over the years.PRIVATE 'PCN'?
