How is this possible?

Hello, can someone tell me how this is possible
I work for a fairly big haulage firm and have over the last week covered my boss who is of with Covid and I have seen something I have never seen before
What appears to be happening is that the drivers don't pay for over night parking at various moto and road chef sites which normally costs £25 for the night. They do this with the intention of getting a parking notice
The parking notice is then received and they pay some bloke from Birmingham £10 for each one and then each ticket gets cancelled (apparently he has never failed to cancel these particular tickets) so the company saves £15 a time and this has spread to several other haulage firms
How on earth does the company and the guy who does it get away with it? has been going on for years by the looks of it and not done by accident
Thoughts?

I should add it only appears to involve one parking firm who has changed their name (Cp plus - Nexus)0

Sounds like fraud to me , so I won't be giving any opinions about it2

If it is fraud, the entity being defauded is surely the PPC. I would not lose any sleep over that. You never know how far you can go until you go too far.2

How are the drivers personally receiving the Notice to Keeper from Group Nexus?Presumably your company owns/leases the vehicles and they will be the registered keeper of each vehicle? How are the drivers benefitting from the 'fiddle' you describe? Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .
I provide only my personal opinion, it is not a legal opinion, it is simply a personal one. I am not a lawyer.

The company receives the notice to keeper and emails it to the person he was using to deal with them.
From what i can tell they don't get any benefit, it is simply the company benefiting by paying £10 instead of the full over night parking rate1 -
If the PCNs are cancelled then surely the RK does not pay a penny. Who pays the £10.You never know how far you can go until you go too far.1
