Why do you need a permit? What does your lease say about parkin? Read these, google "primacy of contract" and complain to your MP.

Write back to the Management Company and ask between what dates the consultation took place and what was the outcome of the vote and the date that took place in line with the below.

So the car park is massive, there are way more spaces than apartments, so let's say there is 100 spaces, only 40 are in use (as an example).
I had my partner look into her documentation from 2 years ago when she signed the rental agreement, and apart from the usual 1-2 page signature pages there isn't a rental agreement as such anywhere.
I've spoken to one of the residents below who actually bought his flat years ago. He has been to court with Care Parking twice and won both, as he doesn't show his permit on his window, because on his mortgage agreement there is no mention about parking permits, as he was here before the car park was "regulated" so the judge simply thrown the case out both times.
So just to summarize, we don't have any documentation that outlines the parking arrangements, the MA has put "rules of living here" of sort and one of them has been to have a permit on display, however this has been for Care Parking so far.
I have 2 days which is the deadline to send a copy of V5 or insurance policy copy to NPC, which I refuse to do because there is no way I am giving scamming company as this any sort of sensitive information, even though their words are "for the safety of residents" yeah, ok.
How should I approach this ? I could offer them a electricity bill or something similar to say I live here or should I outright deny the authority of NPC on this car park?0 -

Never mind that.
The resident should send them a Utility bill and state that you do not accept and have never agreed to, nor even seen, NPC's terms and in any case, you enjoy rights and easements for parking along with the other residents and visitors and will not agree to pay any 'parking charge' under any circumstances.
Moreover, the resident will charge NP.C at the court rate of £19 per wasted hour, for any time wasted on any parking charges and there is no 'reasonable cause' to obtain residents'DVLA keeper data, let alone the other intrusive data NPC are trying to harvest from everyone.
Personally I'd go for the Insurance document with first names and DOB of drivers covered up because that tells them precisely NOTHING useful except that 'this car is insured here'.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Bit of a hijack here....
I'm curious how you keep people going to the stadium from parking there if there are no permits on show?
Obviously if I live in flat 1 and have parking spot 1 then I can park my car there. Or allow a visitor to park their car there. With or without a permit on show. And if some random person parks in spot 1 without my permission (be it neighbour or stadium goer) I have the right to complain at a minimum and possibly ask for them to be fined in some way.
But what about the unassigned spots? I would have thought a permit system might be required to ensure that it's only persons living there or their guests. Would each resident be given a spare spot permit??

I honestly wouldn't mind, I will contact them later today and for one mention that it was last minute notice and there was no time, for two that there is no way they can have details of my car apart from my license plate. So I can potentially give them a copy of an ID but that's about it. If they "work with Police/DVLA" then they can go and pay £12.50 and get all my details if they wish to do so. Who reckons they will get their defences up ?0 -
All they need is a gate or barrier and resident keyfobs, not NPC.
The issue about consultation is talking about the requirement to consult with all leasehold owners to obtain consent before trying to interfere with leasehold rights.
This is on the Landlord and Tenant Act, discussed on LOADS of other residential threads. All the leaseholders, such as that neighbour, should contact the MA urgently to REFUSE consent and ask when a leaseholders consultation took place to interfere with their leases like this, because they DO NOT accept having NPC imposed upon them and all the car park needs is a key fob barrier or parking posts system.PRIVATE 'PCN'?
