National Parking Control - Permits ?

Hello everyone. This is my first post, I have looked all across the website, but couldn't find anything about this, hence I am posting. If I was wrong, apologies I am quite new to how it works. 

Now I've recently moved in with my partner, we are in a flat and the car park was managed by Care Parking (safe to say they didn't care much in terms of enforcing!) 

Last week we received a letter, as there will be a new car park agency takeover, fine whatever right? However to issue permits, they are asking for either V5 copy or a insurance policy copy, so they can retain name, address, license plate etc. Now this is the first time I have seen this from a private car park company and it infuriated me, because in my eyes there is no way a private company like them is having a copy of anything. 

I have attached pictures of the letter sent to us from the building management company.

Could anyone advice as to what my next move is ? FYI, I have a van and car that have not yet been switched over to this address as I only recently moved here.

Any info would be much appreciated, I know people on this website know their stuff.

    AVOID at all costs, why on earth do they want additional documentation - ie V5/insurance??

    you MUST check the lease/rental /freehold/documentation that came with the flat/property and see what it says about parking/use of the space.

    Do the "you must" as suggested above, and post it on here, word for word.
    DO  NOT SIGN THAT DOCUMENT as it raises all sorts of issues that could put you at a distinct disadvantage.
    Also if you can make sure that your neighbours are also aware NOT to sign, and if you can point them here

    Now what does your lease/rental/freehold say about parking so we can continue

    Sounds like they just want to make it easier to issue "fines" to all the residents lol

    Please make sure that you let all you neighbours know do not sign , and please get back here with your lease/rental/freehold/whatever ASAP- if you have read this and understand also please post back

  • Thank you for the response. So we had a look at the only documents for the flat signing which was 2 years ago from my partner and there is no mention of anything to do with parking.

    We live next to a stadium hence outside of the car park is incredibly restricted and a nightmare.

    I will stick a message near the post boxes with a QR code containing a link to this thread. 

    As it says on the letter they need that stuff until 26th, which is this Friday. The old parking terms and conditions boards are still there, but I'm sure they will be changed next couple of days. Question is, if I don't want to send them anything of the V5 sort etc, how should I handle the situation, as I will ofcourse still need to park there?

    What are the current parking arrangements?
    Does each property come with an assigned space - ie flat/number 2 has space number 2, and if so how is this assigned?
    or is it a first come first get communal car park?

    You are stuck.  You haven't been given enough time to object to your managing agent/freeholder but flipping heck, I'd rather have Care Parking (BPA) than NPE who I think are IPC(?) whose firms are (according to all accounts over many years) less likely to cancel if residents permits fall of the dash.  

    And there will be no appeal worth its salt, if they are with the IPC.  The IAS (supposed ADR) is consumer-unfriendly and that is an understatement.  Object and tell the MA you don't for one minute want this firm near your cars, let alone having your personal car data.  

    Most I would offer as ID would be insurance policy with first names and dates of birth of drivers covered.

    Never the V5c or driving licence (if they try for that). No no no.

    No, not right at all even if you didn't have to send that data, I would NOT trust them.

    Flimsy permits? Not letting you stop to unload?  Fining your visitors? Your lives will be a misery.  Even near a stadium this is not OK and you will learn that enforcement is not everything.   Sometimes a more hands off approach is better and certainly for residents.  We predict you will be the targets (all residents). 

    Some of these firms also get self ticketers to take covert photos for money, so you never see a PCN until its too late.  Care Parking were pussycats compared to this new bunch IMHO.

  • They've only been around a year and appear to be IPC. Their registered address is in Hayes, not Crawley.

  • At the moment with Care Parking, all the spots are numbered and every flat comes with one, however there are alot of free ones. 

    You email Care Parking, give them the license plate and flat number and they send the permit. This is why this new company is so intrusive asking for V5. 

    There is no chance I will send them even my insurance copy, the most I will send them is my electoral record, showing that I am a resident here, along with the license plate of my car.

    So, email the MA to say that I have not been given enough notice of this, also that I will not be supplying any sort of vehicle details as such to a private car parking company, however I can give them some sort of an ID as proof.

    Anything I could add to strengthen my email ?

    Does the property have enough allocated spaces for the number of vehicles in your household?

    The fact that the industry is out of control:

    ...and the Government has stepped in because the public and MPs have no confidence in them:

    And that they've moved to an IPC firm instead of a BPA one (the 2 trade bodies in this industry which has caused many of the problems), which means no POPLA appeals.  And instead 'IAS' which has been reported as a kangaroo court whose Annual Report boasted of allowing just 4% of consumer appeals last year.  Before that, 5% and 6%.were allowed so they are on a spiral down.  No resident will be able to win any appeals.
