As far as the original question, can you refuse access to the OR engineer, Yes, they are not going to barge in stating TT wishes override the householders, so a polite ‘ there has been a mistake buddy’ and they will go away, you could always ask what they intended to do , if they were allowed , however , if OR raise a charge for the abortive visit to TT , TT may try and charge your neighbour as a consequence,
It may be worthwhile trying again to find out what is being done , if your neighbour already has broadband, then unless upgrading to Gfast or FTTP then why would OR need to visit the property ?

just had another text from OR, this one says:"Hi it's Openreach again. A reminder to please connect and turn on your router tomorrow before 8am so we can activate your service remotely. We need you to do this so that our engineer can test the new connection and fix any problems at the cabinet. Please reply READY when you've done this."so the question i originally asked is redundant, thanks for all those who tried to helpbut i would like to know the answer for the future, anyone ?

Been on the phone for an hour and 15 minutes, been told by first person that talktalk is getting rid of the package that my neighbour is on, is ending so he's being transferred to fibre for "free" and a new 18 month contract, was escalated to a manager, but was cut off during transfer.
Called back, asking to speak to manager new person passed me on to technical to cancel engineer visit, no visit to cancel, passed me on to customer service, asked to speak to manager, wanted to fill out identity theft form, insisted on speaking to manager still waiting...0 -

Okay talked to a manager and got the new fiber cancelled, thank god. Apparently my neighbour must have clicked on an email to order the new service? Because that's how things work now?
Anyway she's going to ring back tomorrow and we're hoping to get the bill down a bit, I'll try to get her to wave the remaining cancellation fee so i can get my neighbour away from talktalk.0 -

Opted in and then probably ran through a form to complete the order. So the upgrade was agreed to so you/neighbour cannot claim it was mis-sold because it wasn't.Re: waiving the cancellation fees, yeah I think we're way past that, primarily because if the new deal has been cancelled you'll be back where you were.To be honest I think this entire scenario would have played out with any provider, so I don't see how any of this is TalkTalk's problem. No email link clicky, no upgrade. No upgrade = no hassle.1 -

@Neil_Jones, @ws.7 and others, TT have been rolling out free upgrades from ADSL to Fibre 35 (FTTC) for many customers.
The notification is by email, which advises the upgrade will take place, there is no link to click and from what I have seen on the TT community boards contract length and pricing remains the same.
As is often the case, these emails are unexpected and often ignored, so the first thing the customers gets is a new HUB in the post and notification of the date when it should be installed.
It really is a FREE upgrade !
