Have you run the Windows Update Troubleshooter built into Windows yet? That is the first thing anyone should do if there is a problem with Windows Updates. It could well fix things without messing around with command prompts and services. I have issues with updates installing before and running it fixed everything.

the fact that you are getting access denied still points to the fact that you are not an administrator...
Try this from an elevated command promptnet user administrator /active:yes
in the same
cmd.exe
retry:sc config AppIDSvc start= demand

I appreciate all that you have done. I am attaching 2 images. The screenshot showing the Cmd.exe was run first, then the troubleshooter (the 2nd image) then the same Cmd.exe using the suggested command. The result was the same on each try0 -

The it looks like all the 'simple' fixes have failed. Also I am concerned that you don't have a 'security' tab where you can check why you don't have access. The fact that you keep getting 'access denied' means that you are prohibited from accessing the windows update module
I posted earlier about looking at the security tab on wuaueng.dll bit you don't have one. Try running these two commands in an elevated command prompt - this should give you access to the module (*** see note below):takeown /f c:\windows\system32\wuaueng.dllcacls c:\windows\system32\wuaueng.dll /e /p "John Smith":f
Note: cacls is to change permissions on the file wuaueng.dll - gives 'John Smith full control
***Note: replace John Smith with your windows account name
Then run the sc and net commands again to see if you still get 'access denied'
You could also try and see if it is malware - obviously run a defender scan, but also try others from the web eg Kasperski etc
