If you're running a website and use Cloudfront as your CDN, then what you can do is read the Cloudfront documentation.  Amazon (whose product Cloudfront is) provide quite a lot of it.

If you're trying to visit a website and see this message, you can "Try again later, or contact the app or website owner." as the text suggests you quoted.
