For anyone like myself - unable to write legibly - there is an interactive PIP review form (otherwise known as AR1) on the following link
I just wish that DWP would join other government departments and offer the initial PIP1 and PIP2 forms in a similar format

If you're not offered the online version of the PIP2 form, you can type your answers using a computer and then print it out, make sure you clearly put your name and NI number on everything.

Does the PIP2 form come partly completed (name, address etc) or is it totally blank ?
Because otherwise, I will have to print out every page !
My wife can't write legibly either
I also understand that DWP have STOPPED face to face assessments again ?
Since my speech is not good enough to use the phone for an assessment - how will DWP meet the requirements of DDA 1995 to allow me to demonstate my difficulties (unless they assess me based on the PIP2 form) ?

It comes as a booklet and you rip off the first few pages. The form itself is blank. No reason at all why you can't type out the answer to every question but make sure you clearly mark which question it relates to.
Face to face assessments haven't stopped yet, they started back last year. Though most people do have telephone assessments, some are face to face.
Paper based assessments are rare so you should expect an assessment. Your difficulties need to be written in the PIP2 form, the assessment is just for any additional information they need, which has already been advised a few times.
  • How can someone who cannot speak on the phone be expected to handle a phone assessment ?
How can DWP ask you whether you can plan and follow a route to another place but not allow you to state NO I CANNOT WALK ?
Do I lie and say YES
or do I tell the truth and say NO
Or is this a "virtual" route ?

If you are claiming purely for physical reasons they planning and following a journey will not apply to you, so no need for this "virtual route" you mentioned.  You tell the truth!
If you fill the form in with all of the relevant infomation and include at least 2 real world examples for each descriptor that applies there will be less questions to ask during the assessment.
All of your questions have been answer several times. Again i see us going round in circles.

  • How can DWP ask you whether you can plan and follow a route to another place but not allow you to state NO I CANNOT WALK ?
Planning and following a route in whichever way you move (could be using an electric wheelchair or driving for all they care, doesn't matter) is totally different from walking a route.

It is clearly explained in the assessment guide (which has been linked several times in threads before but for simplicity I shall link to again https://www.gov.uk/government/publications/personal-independence-payment-assessment-guide-for-assessment-providers/pip-assessment-guide-part-2-the-assessment-criteria#mobility-activities)

I still believe that I am correct on the moving around bit
    From DWP PIP Handbook
I mean - it clearly states INDIVIDUALS WHO CANNOT STAND AND THEN MOVE 20 METRES WILL RECEIVE 12 POINTS AND THEREFORE THE ENHANCED RATE OF THE MOBILITY COMPONENT  REGARDLESS OF WHETHER THEY NEED AN AID OR APPLIANCE.
I cannot move 20 metres safely, pain free and in a reasonable time frame without an aid so receive 12 points !
If it does not mean this - what does it mean ?

  • Moving around is a separate activity from planning and following a journey.

I cannot move 20 metres safely, pain free and in a reasonable time frame without an aid so receive 12 points !
Don't forget you need to state why, as with all of the activities.

Could you move 20m safely, without severe pain and on a reasonable time frame with an aid? (Rhetorical)  If not, make sure to make that clear and tell them why, otherwise they'll assume that an aid should help you.

Can you walk that distance with your aid? If you can then you won’t score 12 points here.
  • I don't have an aid - unless you count my wife!
And in any case it says "anyone who cannot walk 20 metres without an aid - scores 12 points" they should NOT be considered able to "stand and move"
