What Samsung phone do you have and what version of Android is it?

I think from Android 6 onwards you can format the SD as internal storage.
My wife and I both have now oldish Motorola Moto E 2nd Generation phones running Android 6 and we both have similar problems to the OP.

The phones are set up to use the SD card as internal storage and there is plenty of space there. Despite this the phones both say they are running out of storage and we can't load additional apps or upgrade WhatsApp.

I enquired about this at a phone shop and was advised that many apps still require to be installed on the internal memory. That may or may not have been factual advice.

This is correct AFAIK, because the Play Store/apps can only "see" the internal original 8Gb/16Gb or whatever and it will not be able to use the adopted storage from the SD card.  It also depends on the app being able to install on SD cards as well.

The adopted storage I believe is more for data - documents, pictures, videos etc - than app data:

If you are feeling nerdy, you can upgrade to Android 11. :)

Do back it up first, though.
No reliance should be placed on the above! Absolutely none, do you hear?

I was prompted to dig out my Moto E 2nd Ed. Stuck a SD card in set to internal storage. The phone does not have enough storage to even perform updates to all the factory Google apps. It has no added apps.

Looking at the spec it is remarkable that this phone is less than six years old and yet is of little use other than for calls & texts. Shame because the form is a delight to hold, although the screen is a little hard to read detail on.
  • Clear data of the Youtube app, it'll free up some space. You can also uninstall bloatware using some commands through the PC.

No offence to the OP but I don't think they will be able to do that.

Can you or anyone else expand on that as I have a similar problem with an oldish Motorola Moto E 2nd Generation running Android 6.
A man walked into a car showroom.
He said to the salesman, “My wife would like to talk to you about the Volkswagen Golf in the showroom window.”
Salesman said, “We haven't got a Volkswagen Golf in the showroom window.”
The man replied, “You have now mate".
