What Samsung phone do you have and what version of Android is it?

I think from Android 6 onwards you can format the SD as internal storage.

The S4 Mini is Android 4 (Android 4.2.2 (Jelly Bean), upgradable to 4.4.2 (KitKat))  It won't have the "internal storage" option I mentioned.

To be honest for WhatsApp purposes you're towards at the very end of the supported device window now for it, as the minimum version is now 4.1.  You're on at best 4.4.  It will only be a matter of time before it stops being supported altogether, probably as soon as next year.

I do have another phone, a Samsung Note 3 but only use it as a camera as I don't like it.  I get too many things keep popping up on it, it drives me mad.

Newer Samsungs are full of junk but the good thing is that you can disable most of it if you cannot remove it.

My notifications are off for everything except calls and texts, just the way I like it. No apps popping up to something
    I have no interest in.

OOh, tell me how to do it please as I might change my mind about using it when my old one is no longer useful.

Do what?  Clear the cache? goto apps select the app you wish to clean and select clear the cache, you can clear data also
but it will probably delete your login info also.

Disbale notifications, simply goto notifications and turn them off or silent. depending on the android version.  Newer versions
are better because you can just select the app with a long press to disable or remove.
Also gives the option of turning notifucations on/off just for that app.

Open 'settings' and at the bottom 'about phone' - should be in there somewhere.

I think from Android 6 onwards you can format the SD as internal storage.
My wife and I both have now oldish Motorola Moto E 2nd Generation phones running Android 6 and we both have similar problems to the OP.

The phones are set up to use the SD card as internal storage and there is plenty of space there. Despite this the phones both say they are running out of storage and we can't load additional apps or upgrade WhatsApp.

I enquired about this at a phone shop and was advised that many apps still require to be installed on the internal memory. That may or may not have been factual advice.
A man walked into a car showroom.
He said to the salesman, “My wife would like to talk to you about the Volkswagen Golf in the showroom window.”
Salesman said, “We haven't got a Volkswagen Golf in the showroom window.”
The man replied, “You have now mate".
