Euro Car Parks - Sent to old address

Hoping you can help - been scouring the forums/online but can't find any specific information relating to our specific scenario.
We moved house a few months ago and the current residents of our old house have just made aware of some post, and it's a letter from Debt Recovery Plus regarding a parking charge at a local pub - from September.
Apparently we missed the first two initial notifications and have therefore missed the 28-day window to appeal directly to Euro Car Parks.
My wife, who was driving, said it's from a pub nearby and she literally just turned the car around. Didn't get out of the car or stop.
So obviously we have a valid reason to appeal (it sounds like the cameras just logged our registration and didn't find a corresponding parking fee for it?) but are well outside of the 28-day window, and only have the Debt Recovery Plus letter as our first real notification for it.
Can we still appeal? If not directly to Euro Car Parks (whose Appeal page on their website conveniently isn't working), then who?
I know my log book has the current, correct address on however I don't have it in front of me (it's at work) so don't know when the date of it changed was, so can't say for the sure at the time of the offence what our registered address was according to the DVLA. However I will say it's cutting it fine either way.
We won't be speaking to Debt Recovery Plus as they can sod off and they're taking of acting on behalf of their client, so they haven't bought the debt.
Any help would be massively appreciated.

Look at your V5c for the Doc Ref number. There is a date following it.
On my V5c it's at the bottom of the second page in a box headed "Official use only. Do not write in this space".
The first line format is an eleven digit Document Reference Number followed by a dd mm yy date.
That is the date that your V5c was last updated.

It's not an offence , it's an alleged contravention , a civil matter
It's too late to appeal it , that ship sailed long ago
Do check the V5C , see that it's up to date and check when it was issued too
Drpl are not allowed to buy the debt , it has to remain with ECP , the claimant
Email a SAR to the DPO at ECP to obtain all your data0 -

So even though we have a valid claim (didn't park) there is absolutely nothing at all we can do to not pay simply because we're out of the 28-day window?
Unless of course they obtained an out-of-date address, I guess that's my only angle?
But if my address WASN'T updated, there's literally nothing we can do to appeal it?

We need facts about the incident , from the PCN , you haven't given us anything yet , so who knows if it needs paying or not ? Except nobody pays the debt collector , as the newbies FAQ sticky thread near the top of the forum in announcements explains !
The out of date address is no angle , they obtained DVLA data and posted it to that address , that is all they have to do !
What are the entrance and exit times ? No guessing
How long do ECP say that the vehicle was onsite ? No guessing
Definitely too late to appeal it , as I already have explained
You can argue it in court ! The final showdown
You should pay if a judge says so , in court , within 6 years1 -

What happened when you complained to the landowner/pub manager/brewery CEO?
Send a rectification notice to the DPO of the PPC, instructing them to erase the keeper's data and replace it with their new address for service. Ensure that the keeper uses the word I have highlighted.
The keeper is too late to appeal.
The keeper can complain to the PPC though.
Does any occupant of the car have mobile 'phone tracking that shows their movements, and therefore show the vehicle's movements at the time of the alleged event to show the car turned around as opposed to entering the car park?I married my cousin. Ensure that you use the correct information
Ps , turning round in a car park would take say 2 minutes
The BPA CoP version 8 states a minimum of 5 minutes
So I doubt that ECP issued a PCN for less than 5 minutes , which is why we need details , facts , pictures of the redacted PCN , in and out times
Get pictures of the signs whilst you are there too , but don't get a second PCN whilst disputing the first1 -
How many minutes and please confirm it is ECP and not the other Euro.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
