Do not deal with PPCs by phone - ALWAYS email or postal letters (with proof of postage receipt). But email is better as there will be an audit trail. I wouldn't put it past certain firms to say they didn't get your change of address details so they can keep schtum and proceed onto a phantom default CCJ against you as its been reported to happen here before. A default CCJ that you don't know about is a bigger payload for them in the long term so I wouldn't put it past them.

Where was the site? Was it a supermarket? If so you might still be able to get it quashed as I had a Horizons one kyboshed at Asda when speaking to the Customer Services Manager even though it had gone to DRP.
Great, well emailing is going to be much easier anyway so will do this as soon as I can

The site is Vangarde in York. Its a shopping park with restaurants, shops etc. I will try to get it quashed when I email them with change of address details I think

    Thanks again for your help

Have you read the newbies?  Have you read other threads?  Have you complained to your MP?.
You never know how far you can go until you go too far.

Hi yes I did read the newbies thread and tried to read other threads before posting. I struggle to understand things sometimes so the information provided so far has been so helpful.

I'm sorry I've not seen anything related to contacting an MP so far, should I do this at the same time as contacting the PPC? and if so what do I need to say, apologies I can't seem to see this information on the Newbies thread!

You tell your MP in your own words what happened , this may help

You/Horizon only really become Defendant/Claimant if Horizon issue a formal county court claim. At this stage you are dealing with harmless debt collector drivel from DRP - nothing to worry about.

Horizon are not in the front line of litigious PPCs, and single-ticket claims are likely to cost them more than they could hope to recover via that route. But you can't be complacent, you should remain vigilant, read carefully anything that drops through your letterbox regarding this charge and make sure you retain it and its envelope for 6 years.

    But for now:

    Data Rectification Notification to Horizon
    Ignore DRP
    Complain to landowner
Come back on this thread if you receive a court claim via the Northampton CCBC (unlikely in my view, but no guarantees).

PS - have you updated the DVLA with your new address for you V5C (logbook) and your driving licence - two separate notifications. DVLA fines run to £1,000!
Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

I provide only my personal opinion, it is not a legal opinion, it is simply a personal one. I am not a lawyer.

Thank you, I have drafted the email which I will send off shortly

I am just reading some example template letters to landowners that I will try to amend and send off.. Struggling to find the contact details of the landowner for Vangarde, York though

Yes we have updated the DVLA with the V5C and driving licence as well, though I admit we did take a little while to do this as we had a lot of family issues at the time as well as the house move, so it did get forgotten about for a month or so.. I think this parking issue was just before we got round to updating it.

Thank you for all of your help

Plus if it's a retail park , try the managing agent for the park first , only try the landowner if the retail park management do not help you to get it quashed
