    Hi - you'd be as well not to antagonise those offering assistance; you could have more-easily just answered the questions (again if necessary). :) 

    As it is, you said a postal notice had been received - so from this we can deduce it was an NTK and must have been sent to the registered keeper. You didn't say who it was addressed to ... is it yourself or your husband who is the registered keeper? (i.e. are you seeking help in the forum as the recipient of the NTK or on behalf of the RK?)

    Two minutes - 120 seconds.
     shouldnt matter if you went in to pick your nose, turn around, whatever. at that time limit the charge is ridiculous .
     Go for the pub as well, make the fact they have an outfit like that in their car park as difficult as you can for them, and if it is an IPC outfit look for a thread on here about "exposing the scams of the ipc " ( you may have to use search as it will be buried deep )  and use that as a basis for a complaint to the pub
