    You should really be looking for the pub to cancel this.
     this is not a fine and the pub will be jointly and severally liable for the actions of its agents.

    Was the time really just two minutes? if so this will give you plenty of ammunition to use against the pub/pub company
     One thing that will be of use would to know the following:
    Location and name of pub?
    any signs in the car park?
    was the driver, or were any occupants of the vehicle customers of the pub and/or do they visit the pub often? ( not of a huge significance if not)

    And what if you had actually intended to go to the pub, got out of the car and realised you'd left your wallet at home and left to get it so never bothered to enter the reg as you didn't intend to stay?

    This is easy to win then, as two minutes breaches the BPA five minutes consideration period, as long as the appeal DOESN'T talk about leaving the site to use a cashpoint.  I am astonished a PCN was issued for two minutes as they can't win this at appeal.

    Of course that's the intention.  You don't need to use a car park, to park.    In future, for quick errands and loading/unloading or picking up passengers, you do know you are allowed to use a double yellow?  Strictly speaking not to use a cashpoint, but a CEO on street has to give 5 minutes observation on a double yellow (or in a permit bay), so by stopping at a kerb or in a bay for less than 5 minutes, you'd never have got a PCN. 

    Councils are not allowed to use cameras for parking contraventions.  Bear that in mind in future and use the kerb or bays or double yellows (as long as there are no kerb blips at right angles, which signal 'no loading').

    Appeal this one as per the NEWBIES thread, but change a sentence in the template appeal to talk about the BPA 5 minute mandatory grace period.

    As CM said if it is just two minutes then this breaches the BPA 5 minutes of consideration rule
     one of the conditions for parking companies accessing and processing personal data is that they are ( supposed to ) abide by their trade associations so called code of practice - if they don't then technically they no right to access and process your data .

    While an occupant of the vehicle went to a cash machine you haven't said that the intention was not to visit the pub - this change of mind could have happened after withdrawing the cash and for the purposes of this thread lets keep that in mind and at that

    So for the way forward you have a so called cast iron defence, however, and as a result of some of the reviews on this place i would take it up with the pub as well .
     I would tell the pub something like this
    On (date) my vehicle visited your premises and stayed on the car park for just a few minutes , unfortunately due to other matters we were unable to spend time inside your pub to enjoy a quick pint .
     We were shocked to find a parking charge notice from  Euro car parks for £100  who appear to run the car park on your behalf.
     The parking charge has the reference of #### and is for vehicle reg number xxxxx.
     Please can you instruct your agents, Euro car parks to cancel this wrongly issued parking charge with immediate effect
     I look forward to your response and confirmation that this parking change is cancelled
    depending upon their response it could set things up for further complaints/action

    Subject to the OP confirming, the PPC is Euro Parking Services, not Euro Car Parks. So an IPC outfit, the BPA CoP having no relevance.

    Non-pub customer, just asking for trouble using the car park for their own convenience to use a nearby cash machine - when are people going to learn - but the worst case scenario is a case of trespass which only the landowner can prosecute. Won't stop the PPC hassle, so the OP needs to ride this out. 

    Once again OP (I certainly won't ask a third time - too many needing help to drag myself through treacle!), who is the RK, and, against whose name is the NtK issued?

    Euro Parking Services - was this edited?  I read your OP as ECP.

    Anyway, appeal to these chancers, then appeal to the IAS stating that 2 minutes was not a sufficient consideration period to even get out of the car, let alone read terms on a sign and also then have the opportunity not to accept the terms and leave.  Show evidence of leaving - receipt for where you went next? - and say that no contract was accepted.
