Thanks, is POFA relevant as the area seems to be subject to bye laws. E.g the car owner gave my wife' details to VCS but should VCS have asked DVLA for the Owners info?0

The DVLA do not know who the owner is, there is no register of owners in the UK only keepers. If you read your (or any) V5C it states that being registered keeper is NOT proof of ownership.2

The answer is No ... if the land is covered under bylaws then only the driver is liable for the charge, and such charge can only be lawfully pursued via the magistrates courts with a time frame of 6 months (from date of event) in which to bring a case. Keeper liability via POFA does not apply on land covered by bylaws as it is non-relevant land.
That doesn't stop VCS mind - they still try to hoodwink consumers and the courts by bringing civil claims in respects of events on non-relevant land.Jenni x2 -
