Get you OH to pay the bill, all of it!

It’s not so much the financial element as much as being sat in tropical temperatures.
While I don't have the issue with my OH, I can relate to this from my days of living with my parents as my mum would have the heating on full blast and then turn a fan on because she was too hot (rather than turning the heating off/down). She will also have the heating on full even in summer. You sometimes walk into their house and it's like walking off a plane and getting hit with the heatwave.

I sometimes don't stay long because it can be so uncomfortable.

Tongue in cheek suggestion but if your partner is feeling the cold, tell them to go stand outside for 2 minutes. Nothing quite warms you up like coming inside after you've been out in the cold!

Really, IMO heating should be set towards the lower temperature (of what each partner finds comfortable). There could be an element of personal bias there but as you implied, for those who are too hot there are only so many layers they can remove. While someone who is cold can always put on more or even get a hot water bottle

I always wonder if in future our era of history will be seen as incredibly wasteful. People heating all the rooms of their house to stupidly high temperatures and then individuals driving everywhere in 2 tonne metal boxes designed for 5 people.

I think the two of you need to sit down and come to a compromise.

Obvious one would be having the radiators off or very low in rooms you are not using, reduce the thermostat (perhaps not as low as you'd like, but lower than they currently have it)

Maybe talk to them bout why they want it so hot a - is it that they feel uncomfortable wearing more clothes? Maybe look at what might help e.g. different fabrics, having a fluffy blanket for when sitting down if they don't want to wear a jumper etc.
(Also consider s it a reaction to past experiences? For instance, if they have unhappy memories of always being cold because their family couldn't afford to / didn't ever have the heating on then it may be as much bout security and mental comfort  as the actual temperature. That doesn't mean that they shouldn't be prepared to compromise, but it may change how you approach things )
All posts are my personal opinion, not formal advice Always get proper, professional advice (particularly about anything legal!)

So what's the alternative? Having a 2 tonne 5 person car alongside a 1 tonne 1 person car doesn't seem exactly economical or environmentally friendly to me and public transport just isn't a viable solution for a lot of scenarios. There is of course the shift to electric cars, which is happening anyway but presents it's own problems.

I expect in the future people will still be driving around in personal cars (although the tech will have moved on) so I doubt they'll look back on this as wasteful. The only way this'll change is if public transport becomes so amazing cars are no longer necessary but we're a long way off that.

The heating bit I agree with but then again I think heating your house to high temperatures or heating rooms you don't use is silly now.

Or run up and down the stairs for 3 mins, or do some jumping jacks!!

Luckily we're very similar, don't like too warm and stuffy.

Jumper/cardigan/hoodies in our house, plus under a blanket whilst watching TV, if needed.

Thermostat in the hall set on 16°, makes for a lounge temp of about 19°

It gets turned down to 14° for the morning.

I have a fleecy hooded dressing gown that it super toasty!!😇

In our house, cold = more clothes, not more heating!! 😉

My biggest gripe is that he comes in from having walked the dogs and declares he is BOILING so opens doors and windows! Argh. Which makes the house sooooo cold!
That kinda thing drives me nuts. When I started my current job I sat opposite a woman who would come in from the cold weather in the middle of winter and fling all the windows wide open before she had even sat down. It was baltic! Now that we're hot desking I make a point to sit as far away from her as possible.
