Really, IMO heating should be set towards the lower temperature (of what each partner finds comfortable). There could be an element of personal bias there but as you implied, for those who are too hot there are only so many layers they can remove. I always wonder if in future our era of history will be seen as incredibly wasteful. People heating all the rooms of their house to stupidly high temperatures and then individuals driving everywhere in 2 tonne metal boxes designed for 5 people.3

My DH is a radiator so the thermostats are set to 18C.
I have crappy circulation so make sure I am wearing thick socks, a jumper, and I jump around a lot to keep the circulation going (which drives him crazy!).
My biggest gripe is that he comes in from having walked the dogs and declares he is BOILING so opens doors and windows! Argh. Which makes the house sooooo cold!
I close them immediately and tell him if he is that boiling then he can stand in the garden in his pants for 10 minutes.Should've = Should HAVE (not 'of')

I think the two of you need to sit down and come to a compromise.
Obvious one would be having the radiators off or very low in rooms you are not using, reduce the thermostat (perhaps not as low as you'd like, but lower than they currently have it)
Maybe talk to them bout why they want it so hot a - is it that they feel uncomfortable wearing more clothes? Maybe look at what might help e.g. different fabrics, having a fluffy blanket for when sitting down if they don't want to wear a jumper etc.
(Also consider s it a reaction to past experiences? For instance, if they have unhappy memories of always being cold because their family couldn't afford to / didn't ever have the heating on then it may be as much bout security and mental comfort as the actual temperature. That doesn't mean that they shouldn't be prepared to compromise, but it may change how you approach things )All posts are my personal opinion, not formal advice Always get proper, professional advice (particularly about anything legal!)1 -

I expect in the future people will still be driving around in personal cars (although the tech will have moved on) so I doubt they'll look back on this as wasteful. The only way this'll change is if public transport becomes so amazing cars are no longer necessary but we're a long way off that.
The heating bit I agree with but then again I think heating your house to high temperatures or heating rooms you don't use is silly now.0 -

Or run up and down the stairs for 3 mins, or do some jumping jacks!!
Luckily we're very similar, don't like too warm and stuffy.
Jumper/cardigan/hoodies in our house, plus under a blanket whilst watching TV, if needed.
Thermostat in the hall set on 16°, makes for a lounge temp of about 19°
It gets turned down to 14° for the morning.
I have a fleecy hooded dressing gown that it super toasty!!😇
