So new driver rules do not apply if you get a short ban?

Sorry, missed that he’d been driving less than two years. But no, the New Drivers’ Legislation does not apply if you receive a ban (perversely, some may think) of any length. However, none of this makes sense. Assuming he reached six points before he reached 12 (e.g. he did not have five and then got seven more) his licence would have been revoked when he reached six  and before he reached twelve (unless he committed more offences before his licence was revoked). This also sounds funny:

He definitely had more than 12 points, got a tt99 and in court was verbally told 6 month ban license revoked under new driver.

The court does not order revocation. It is an administrative process undertaken by the DVLA. The court can neither order it nor prevent it.

Too much unknown for me. Your daughter’s partner needs to find out exactly what his convictions are. TT99 is not a conviction, simply a code to denote a totting up ban as a result of a series of convictions. He needs to find out because if he wrongly declares his convictions he could end up having his policy cancelled. This means he will be driving uninsured and he will have to declare that cancellation for the rest of his days.

SP 30 could be 6 points. So that would be enough for a new drive ban.
But had they received any points prior to getting a licence or on their provisional for the TT99?
Thank you, will have to check this. I assume even if the points/convictions aren't showing on his driving record DVLA will have a record that he can have the information from?

Could there be an older endorsement, which has now dropped off (they go after 4 years)?

He's been driving for less than 2 years, so it's unlikely. It is possible he got points before passing his test initially for driving without a license or something.

Possibly, the only SP30 still on the online driving record drops off in Feb 2023 - he doesn't have the hard copy paperwork.
Do you have to declare points that have dropped off?

Depends what you're asked. Most insurers ask for any convictions which have been gained in the last five years (which is as far back as they are legally entitled to ask). Endorsements remain "active" (for totting up purposes) for three years from the date of the offence and remain visible on the driver's record for four years from that date.
