    The written advice from LAS ... please read it again and see how many times they use the words fine and penalty. ;)

    That letter needs a strong response.

    you need to remind him/her that you only displayed a permit as a courtesy  as you have  a pre existing right that can not be taken away by a third party ( derogation of grant)
     That they are jointly and severally liable for the actions of their agents, and that whatever communications you have had between yourself and the parking company ( ie so called sham appeals service) is of no consequence
    and that unless they call off their agents with immediate effect you will have no other option than to consider joining them to the case where they may be liable for your costs and/or to take separate action against the management company .
     further more you are withdrawing from the permit scheme and they can stick the permit where the sun doesn't shine

    The written response from the LAS is as useless as the property manager's response.  

    When you lose at IAS, inevitably, sit tight and come back if you get a LBC in 2022.  Keep all letters and evidence.
