Please dont call this an offence, as it is not.

"I am writing to you on behalf of the registered keeper of vehicle  xxxxxx, which received a parking charge notice  ref xxxx
The vehicle in question was used by multiple people, and the registered keeper will be the only person who will know who the driver was/could have been on that day.
The registered keeper now resides at ( name of cemetery/location of plot) and should you wish to contact him then you may need to use a psycic/medium and /or the use of a Ouija board as they are no longer part of this realm
i trust i have your understanding on this ,m as my own abilities to contact the deceased are somewhat lacking, lots of love all the best ...."
Maybe it's a good job that the Fraudulent Mediums Act has been repealed, otherwise PPCs would have no other (shall we say questionable) subcontractors to call upon?

If it were me, id be devastated not flippant and see if they abandoned. But, who knows what theyll do?

In theory a claim could be issued against the estate and the executor(s) would then have to deal with it from the value if the estate if it is proven.

I would not enclose a death certificate, make them ask for one.  When  they do ask for £10.  ,
I've got a better idea: @kensiko, I'd contact the local registry office and ask them how much they charge to provide a copy of a death certificate, then round that up to the nearest multiple of £10 - that's the figure to ask them for providing the certificate.

Only you can decide if you want to have a bit of fun, or if your actions will be in bad taste.

I suggest you talk to your family, especially your mum about this.

If it were me I would be as awkward as I possibly could be, but I would take into account the feelings of other family members.

Personally I would let this drag on for as long as possible, preferably until a court claim has been made and the hearing fee paid, especially if the claimant makes the outrageous statement that the keeper was the driver.

I married my cousin. I had to...

    Nothing wrong with bad raste!
You never know how far you can go until you go too far.

I know, Peter Jackson once directed a movie with that exact title (I've never seen it, but I've heard it's good).

P.S. Have you been at the Blue Nun again as there's a spelling error in your post?

I understand your concerns which is one of the reasons I added that this should be taken in the context I was hoping.  Believe me, I am absolutely devastated at this point but I couldn't help but laugh when the parking charge notice came through the letterbox on the day of his funeral.  The timing was unbelievable, especially when I then saw the date of the parking event was after his death.

As I have done a few of these appeals over the years and understand a little bit of how the game works (from the great knowledge from the good people on this forum) I was hoping it would be taken in the good humour intended, which it seems to have been.

It's a good point to bring up the estate but as there is a surviving spouse everything is just being changed from joint names to a single name.  This will not be going through probate so there is no executor.  Whether or not this notice can be passed to different people is a matter for greater people than me to answer but I imagine as there was only one keeper at the time, that cannot be passed to anybody else.

Another option; given the NTK was issued after the date of death, argue that Art.6 Human Rights Act applies if the the sum claimed is a Beavis style penalty. The keeper has been denied the right to defend themselves against the penalty. There is a case re a tax penalty that went to the High Court after HMRC tried to levy a penalty re non payment of tax. The court ruled that as the tax payer had not been under investigation at the date of death, and thus not asked to account for his affairs, the penalty failed Art.6 and could not be levied.
