An update on what happened. I moved in here in October, Shell finally billed me in February. I have a smart meter that works sometimes and feel like I don't have much control over the situation at all. My bill was for £350 and I set up a direct debit for £100 a month. The smart meter says we use around £90 a month during winter, but I'm not sure I can trust that! I'm just keeping the heating off and not using the oven much now!0

The smart meter is not the little electronic gizmo in a drawer somewhere. That is the In Home Device (IHD). The smart meter is a substantial device in the garage or under the stairs or in a box accessible from outside etc. Be sure to take readings from the meter itself until you are very certain that the numbers you are seeing on the IHD are the same as the numbers on the meter. I recommend submitting readings manually for a month or so, until you can see on a bill that Shell are actually getting data from the smart meter.
