PCN Issued by CPM - Atlip Centre, Wembley - Appeal/pay fine? - 2 days left!

Hi Everyone - I just got a PCN notice in the post. The car belongs to my dad but he is on away at the moment so I'm trying to sort this out. We were in the atlip centre to get pcr tests - however we never saw any sign saying that we had to register our car inside on the system anywhere? We have recieved fine of £60 and if not paid in 14 days will be £100. Apologies if this has come up before I'm new to this in the forums - should I appeal as we were actually visiting the Atlip centre however we didn't realise we had to register our number plate. Also it's not clear exactly how to appeal it says provide pcn, name, address and appeal with 21 days. I guess we need to send letter by post. I'm opening the letter late (as it was addressed to my dad) so now I only have 2 days left to appeal or pay the fine - help!

    What is the full name of the PPC?

    The registered keeper should appeal using the template in blue text from the NEWBIRES thread. It should be sent unaltered. The driver should sit on their hands in the corner and say and do absolutely nothing.

    PPC name is CPM - UK Car Park Management- my dad is abroad so he cannot appeal I will have to do it on his behalf I guess...They have provided photos of the car and number plate though..

    Yep I just saw the sticky - I am reading the newbies posts now on this..

    The appeal must be in the keeper's name, and the driver's identity must not be revealed.

    The keeper should also complain to the landowner and the organisers of the test centre, and their MP.

    What happened when you firstly complained to the centre?  That's plan A.

    It is not a fine, please read the newbies and ask your father to complain to his MP.
    You never know how far you can go until you go too far.

    I sent the letter according to the template in the newbies page but I just received the email saying my appeal is unsuccessfull :( it says I have 14 days to pay the £60 otherwise it will be £100...what should I do now? There is no contact details online for the Atlip centre....

    No contact details at all for a retail park, not even news articles or retail unit advertising who runs it?

    You still haven't told us what happened when you complained to the landowner/centre manager/NHS or your MP.

    Have you asked these people?

    I suggest you also complain to the Secretary of State for health. It is outrageous that anyone should receive a parking charge when they go to get a Covid test. It will put some people off. If the same thing happens at vaccination centres, that will also put people off getting jabs.

    The advice in the NEWBIES is to ignore everything except a court claim from now on, but it is now suggested that people try the IAS kangaroo court.

    It was a private covid testing centre so not NHS related  - there is only an address online for the atlip centre can't see details of a person to speak to or contact number.....How do I find out who the land owner is?
