Atlip centre Wembley PCN

Not sure if anyone is familiar with the Atlip centre car park in Wembley that is managed by UK CPM. It is pretty much a scam as the ANPR cameras are installed on the road leading to the car park (had to check google maps to see their placement) and even when there are big signs saying that the car park is for visitors to Atlip centre, apparently you need to register your vehicle details. 

I have been issued a PCN for staying in the car park for 20 mins. I genuinely did visit a grocery store there in Atlip centre, but unfortunately by now have binned the receipt. I did not spot any signage or registration screen in the shop either. I would have expected something like that to be at the entrance of the shop. I live in North Wales and was only visiting London at the time so there is no way I can visit the site or the grocery store again, which means I won't be able to prove that I shopped with them or take photos of the signage. With these limitations, I want to challenge this PCN but not sure how to - any pointers please- should I just still use the NTK template on the Newbies thread? FYI- The incident happened on July 26th, the PCN was issued on July 30th, but I only received it in the post yesterday. Looks like a deliberate attempt to keep it as close to the 14 days discounted charge end date to pressure me into paying. Reason on PCN: Vehicle not registered.

    Ye use the blue text template from the newbies FAQ sticky thread near the top of the forum , as keeper

    UK CPM will reject the initial appeal , regardless of the contents

    They then have 6 years to issue a court claim pack from the CCBC in Northampton , MCOL

    Do not expect a quick fix , because apart from a landowner cancellation , there isn't one

    You have to prove nothing, that is the job of the claimant.  Have you read the newbies?  Have you comlained to your MP? 
    You never know how far you can go until you go too far.

    Did you pay for your groceries by card?

    You need to find out from the local authority covering that area whether Atlip Road is a public road maintained by the council, or whether it is a private road.

    No, their card machine was not working so I had to pay cash :( I read on another forum not on MSE that it is a Private Road but does not have signs to say that specifically. I tried calling the cash and carry on the number I found google but their phone number does not exist. Everything seems to be leading to a dead end.

    Brent Council website says it is a Private street
