I just Googled and two retail unit websites came up immediately, both naming the same managing agent for the site and giving contact names.

No links.  It's right there for you with a Google.

Ohh ok yes yes I got what you meant now - it's the real estate agency managing the building -- I was looking for a manager or poc within the building itself... thank you I will contact them and see what they say...

@lon_85: I second Sir Dance's suggestion: your father should also complain to his MP, with a reference Sir Greg Knight's Parking Bill from 2019 (which will be law as soon as the code of practice can be ratified).

If your father lives in a different constituency, he needs to ask his MP to pass the complaint across to his Parliamentary colleague for the area.

You can use a free service like https://www.writetothem.com/ to contact his MP, but the letter must come from your father.

I'm sick and tired of all the world governments insisting on private test centres being used and more recognised for travellers, yet Which? found a lot of centres on the UK government's "approved" list did not exist.

This is just a licence for the owners of these centres to print money by charging what they want and Bozo J and his Cabinet don't care.

Hi everyone! Thank you so much I got jn touch with the owners of the building as suggested and they said they will contact the company to cancel- apparently they should have told me to register my car reg on the iPad inside that's the only way to not get a ticket - even then its only 15 mins max. Just adding this in case anyone else needs it - please contact Brasier Freeth company to  cancel the ticket.

Excellent result through following forum advice. Great news for you and the forum. 

You will hopefully receive written confirmation of the cancellation from the PPC, but many are too sore at having the charge cancelled by the landowner, they don't bother to write. So you need to check the status of the PCN via the PPC website - as soon as you see it showing as cancelled, take a screenshot and keep for posterity.  Retain for at least 6 years, the time the PPC has to start legal proceedings. 

Don't panic about the possibility of legal proceedings, it's not likely to happen at all, but it's not unknown. Retention for that period is really just basic worst case, safety first scenario planning.

Hi, I contacted Brasier Freeth company in regards to a ticket at the Atlip Centre. I was told they do not have anything to do with the car park and so cannot help with cancelling the ticket.

Maybe you could send a PM (use the envelope symbol at top right of page) to @lon_85 and ask exactly how they did it, although the instructions they posted below seem fairly clear.
