Is there a legal requirement to provide BB?

I've been waiting 4 months for Openreach to fix the supply to my new flat rental. It already has a line to it but according to the 1st engineer the Broadband was "nicked" for another property. I've been waiting since June for Openreach to sort out a new one which requires road closures. 
Is there a legal obligation on internet suppliers and Openreach to supply a connection in a reasonable time?
FYI it's Onestream I've gone with and I can say they've been very good at getting back to me and apologising. Not their fault.

    Although you say it’s not Onestream’s fault , it is their responsibility to you to get things resolved, you do not have any relationship with Openreach , you are not their customer.
    If you were given a date for service that has been and gone, then many providers would be paying you compensation ( £8 per day AFAIK ) are Onestream signed up to this Ofcom scheme ?, after all chances are Openreach will be compensating Onestream if they are failing to provide service.

    So if I have no rights to expect broadband and now I'm told maybe January (Openreach siting council delay in approving road closure) what is my next best move?
    Should I look at getting a 4g router? Vodafone is the best signal in the area though I wouldn't say it's fantastic. Their minimum is 100Gb per month at £30. I have no idea if this is enough for me - single person streaming the occasional film and browsing internet.
    If as Openreach engineer said when he came in June was that the line had been stolen, then surely they should fix timely or compensate?

    From the sounds of it, the previous line was ceased when the occupant moved out and when someone has placed an order the spot in the cab was used for the new customer.  A bit misleading to say it was "stolen," it was simply used for another customer as it was sat unused. Unfortunately, this would appear to be the last spot, hence the delays.

    The only "fix" is to install new equipment, and that takes time as you've found out.

    A 4G router would probably be the best stopgap measure, I'd steer clear of any 4K streaming with a 100GB allowance.

    A 4K film can easily top 100GB.  Compression might bring it down a bit, but one would still eat a sizeable chunk of your allowance.

    According to eg. this site you'll need 25Mbps, which is 11GB/hr.
    Edit:and I've checked my Disney+ account, that states 4.2GB/hr for 4K:

    I don't care about 4k to be honest. I think I only have an HD TV. Perhaps 100Gb will be ok. Though I do wonder whether the connection is robust enough. I don't know if it's possible to check this through my 4g phone?

    Yes, set your phone up for tethering then connect your device to it via wifi. See how you get on. (Depending on your data allowance, try not to over-do it!)
